haha, there's also pancakes and omelets al gusto included in the $9 surcharge. theoretically though if you eat one piece of salmon you'd be charged the $9 but, fwiw, my wife said the salmon was delicious

I made the decision not to rent a car because of the daily charge at the StR, but I wish we had. we used uber and went to Terruņo in Loquillo and it was pretty good. the atmosphere was kind of fun too (divey, Carribean bar) and the drinks were normally priced. Two people told us La Parilla in Loquillo is considered the best, but there are tons of options in the Kioskos strip where both those restaurants are. I wouldn't expect any of them to provide much of wow factor though because (imo) Caribbean food isn't super well-developed in the base case; there's always going to be rice, beans, and plantains after all.

Regarding SLH, I would be happy to take the discussion to another thread but are you willing to pay 15-20% premium over the rate available on SLH.com to earn Hyatt points? Personally I end up booking direct so yes SLH has great properties, but it's not related to Hyatt unless it's for points redemptions. And loyalty benefits at SLH are very modest and only require a handful of nights to achieve, absolutely peanuts in comparison with Marriott and Hyatt's own loyalty programs.
I was kind of thinking out loud to be completely honest. Our Chase UR point accrual rate is reasonably high and we're only aiming to take one or two 4-7 night trips per year so our SLH bookings would all be on points. I honestly didn't even know Hyatt charged a cash premium to book SLH properties, but I'm not sure how often we'd be looking to go that route.
