No. Two guests per primary or secondary user - it doesn’t matter if they are your extended family, strangers, or any relationship in between. If you get three guests in with only one card holder then that would fall into the category of ignorance or a courtesy but not policy.

As pointed out by MADPhil, the official Citi policy is thus:

Either immediate family members (spouse or domestic partner and children under eighteen (18) years of age) or up to two (2) guests traveling with the primary credit cardmember or authorized user may be admitted for free when accompanied by the primary credit cardmember or authorized user. Family members and guests must present a same-day boarding pass for an eligible flight as defined above. All persons must be of valid drinking age, based on applicable law, to consume alcohol.

Thus, it is possible to bring in more than two if they are your spouse/domestic partners and your children under 18.
