I don't know if the rules were different in the more distant past, but for the last 18 months or so, I've had no problem at all selecting all 4 Row 1 seats in a booking where only 2 (sometimes 1) people were Gold. Done so many times.

To my knowledge the need for a passenger to be individually Gold only applies to 1A/K in longhaul F.
