Citi clearly has the ability to prevent these changes (as they do for the other mailers) -- they choose not to for these mailers. Interesting thing about the pre-populated fields: AA also pre-populates the fields when booking a paid or award ticket. While one can obviously clear the fields and change the names, I don't think a single person here would be happy to hear that AA considers changing those fields 3 or more times a year 'perk abuse' (even though not a single T&C was broken by most doing it), and unilaterally shuts down the account and cancels all tickets without even talking to the account holder about it.
