I just found a GF memo to agents prohibiting addition of 'offline' segments in order to decrease fuel surcharges. Dated April 2019. Instead f fixing the logic like others they feed the examples to agents but then warn of possible ADMs too The memo is Russian but you can use web translation to read it.
