The 14 day period only apply to article 7 compensation. Article 7 usually does not come into play in cases of downgrade.
A downgrade triggers the refund of 75% of the total costs of the ticket segment. Hence, if LHR-ORD costs 100k points, then BA has to refund 75k + 75% of all fees/taxes.
I have to admit that I am not well up on the rules. My main concern would be if BA were to cancel the tickets as they are open jaw and we are flying back from Miami.
