That is generally a feature of your preference settings for things such as accept or decline CDW/LDW , PAI etc - it will only quote rates that meet your preferences and this can lead to higher rates; e.g. in UK , if you decline CDW , you are likely to be quoted a higher rate
The other thing that can make a difference is if you log in it will, iirc, always quote based on country of membership rather than country whose website you choose to use
Next time, compare the inclusions/exclusions and set your preferences to match and then get a quote when logged in
