You can dial *#*#4636#*#* . Once you've done that you'll see Phone Info.->Set Preferred Network Type: LTE/CDMA/UMTS auto (PRL).
Didn't work for me. "Preferred Network Type" still does not show up on my Pixel 3XL. I am Roaming turned on but I am not roaming here in SoCal.
Need is offline
