Although not having solid evidence, I suspect UA has some says in this area per my experience. Specifically, I was once able to check-in all the way without SSSS. But just moment before boarding, I was flagged as SSSS.

So to me, I believe that to comply with any stupid TSA requirement, airline must have adequate SSSSs.
