I go to DC on weekends a few times a year - there seem to be a ton of properties (ranging from Moxy to Courtyard to Westin to Marriott Marquis) at the 35K level during the summer. DC seems rather unique in this regard though
If you dont mind to take the metro, Residence Inn at Alexandria is a Cat 3 property. Alexandria has a nice old town and water front recreation area too. There is a Whole Foods within 5 min walk from Residence Inn, making it very convenient.
