The chart says:
No stopovers are permitted on awards wholly within a geographic region.
Awards between regions allow one stopover.
I think that the first part is tripping her up, as she is looking at the fact that your departure point (RSU) and your intended stopover (GMP) are within the same geographic region (North Asia).
I tend to think that the rule, as written, would allow your stopover, but would have to agree that it is not explicit enough the region (origin or destination) in which the stopover may be taken.
