Usually by the time you drive it out of the airport garage and toward the airport exit, you get an idea if there is an odor issue.
My favorite odor issue was where someone stuck a lit cigarette into one of the back seats. That car was back within about 10 minutes of when I took it out and I assume they charged whoever the last renter was based on the comment the manager made and his disgust for it when I showed it to him.
That is how you roll. Far better to either decline a vehicle, or bring it back quickly for swap than put up with an odor issue hoping for some sort of credit upon return.
