The terms of the emailers specify that they are not transferable. The fact that the 9 digit application codes do not lock the name on the application form does not invalidate the terms, it just made it possible to evade them. The fact that Citi also had a series of 12-digit locked codes makes it difficult to understand why they circulated the 9-digit version, BUT taken at face value the terms are unambiguous.
