From which airport? It's not close at all to TPE - 35mins+ without traffic, and could easily be 1hr+ during the afternoon rush hour. TSA would be a lot better, only around 15 mins.
Taipei has Uber but it's typically easier just to grab a taxi and Uber isn't any cheaper IME. To save some money from TPE, consider booking a car in advance, or taking the TPE airport metro to Taipei Station and then a cab or transfer to the red line on the Taipei MRT.
