There is no US departure airport which requires check-in for bags at greater than 60 minutes (JFK & STX). For international departures from the US, no airport is at more than 90 minutes (STX & STT).
Not sure your OP makes a lot of sense and I am not sure why DL -- or any carrier -- would want its customers to be late. Sort of defeats the purpose of the business model.
Perhaps you have some specifics or facts which could explain your concern?
