I have never gotten an upgrade in Europe or US based on my Platinum status. I have gotten Ambassador benefits at every IC though. I am quite frustrated with PC and have moved my trips over to Starwood for this very reason. They seem pretty consistent with their properties so far and the 4PM late checkout is very handy.
