That of course is the nub of this issue. TK has taken a commercial decision: one based on the airline's perception of the rules surrounding Schengen visas and how these are interpreted by member states.

But the airline should weigh the probability of incurring a fine (etc) against the cost refunding/rerouting the passenger. Making the passenger bear the cost of the exercise is unacceptable.
