Yes, they are! *LOL* So you would be wise to carefully inspect any rental from Enterprise prior to driving away, making sure every ding, scratch, dent, etc.... is duly noted. Even if rep waves it off as "don't worry about it...", I do this anyway.

At least in my area NYC Enterprise does not allow off hour returns for this one reason. A garage may take vehicle back if office is closed (especially non-airport locations), but nothing is closed out until Enterprise opens next business day and vehicle is given the once over.

This is important because even if vehicle is returned to garage in good condition; if there is any sort of damage when Enterprise inspects before closing out reservation, guess who is going to be blamed? There are dozens if not scores of posts on internet from Enterprise renters who have had their credit cards charged for damages they claim wasn't caused during rental, but after vehicle was dropped off. Things then become a giant game of "he said, he said" with customer pointing finger at garage, garage saying "it wasn't me", and meanwhile Enterprise has placed claim on CC that won't come off until matter is resolved.
