A couple of years back, my wife renewed a Brazilian passport, which happens to cost only half the price of a visa and also was the right thing to do in her case.

The funny part was that somehow, they returned the money order together with the passport. I believe we had exchanged some e-mail or phone calls and they had come across as being nice, so we sent them the money order back.
