The only consistency seems to be that CX block all Avios availability to holiday destinations like BKK/MNL/CEB/DPS for about 3 weeks either side of major holiday events like Christmas, Chinese New Year and Easter. Within the week of travel I have often able to find a few redemptions in J on awkwardly timed flights by calling BA.

The earliest I can currently see any availability to MNL or BKK is Feb 11, then onwards most flights in most cabins!

The Easter block on HKG - MNL/BKK then seems to run April 2 to 20 inclusive. (you will find some avail on Royal Jordanian on the BKK route)
