I may be wrong but for International Flights they dont print the boarding pass online because they have to check your flight credential (passport, visa etc..) If this was the case, a person without luggage could proceed to the gate without the airline verifying if the had the proper passport and Visa.
They can verify visas and passports at the gate, and it is rather common for people to be called to the gate for passport and visa verification when they have not checked in with the operating airline. So that would be the least of the problems.
