I went to the SF Indian consulate to submit the Global entry application and was turned down. They asked me to submit it through CKGS office. The 2 people that assisted me were not able to answer all my questions stating that global entry process is still new for them and do not have enough information themselves. My questions were:
1) Can I apply it through PSK back home since I am leaving for India in 2 days? They answered, "we are still new to this process and do not have enough information".
2) Can I pay by Cash like other Indian consulates in the US? No we only accept money order or cashiers check.
3) What other documents should I submit with my application? Sometimes people submit proof of address like Aadhar card but sometimes no other documentation is received, we are still new to the process so during background check we anyways will be verifying address etc... from police station in India.

My 2 cents: Its safer to submit the first and last page of the passport and proof of address to make sure there are no surprises with the application.
