In principle, yes.

Reality, lot of OPM purchases by employers which is free lunch to flyer that CRA has deemed non-taxable.

So the wealthiest Canadians get a travel benefit that others pay for with after tax income.

So how would AC vs WS comparison work if benefits were taxable?
