For JAL routes with PE, is the upgrade to J (using miles) the same cost as from Y?

i.e. Y -> J = 30,000 Miles, PE -> J also 30,000 Miles

So there is no point buying PE if I intend to upgrade it to J using miles, unless PE is cheaper than upgradeable Y fare?
