There are taxis that run even on shabbat in all of Israel. I like the "discount" Gett taxis. You get the Gett app. Sign in at TLV and then go upstairs to the "discount" taxi stand. Easy as pie. Even on shabbat. I prefer flying on Shabbat. Things are a little more quiet.
