My experience with Hilton differs from
yours. I routinely move from Hilton to
Hilton within a metro area and each counts
as a separate stay.

At properties that charge an early checkout
fee, I will make multiple/separate one (1)
day reservations at the same property ...

I think the correct answer to the original
question is: "it depends"
