Hilton credits you with multiple stays for a move within one city. At least they did for a stay at the Heathrow Hilton followed by the Kensington National Hilton. (Even though those are both considered London, they are so far apart that it can make sense to move from one to the other for travel-related reasons. If they were across the street it might be different.)
