I think, that it’s ok to charge a surcharge as long as it’s really a surcharge. With a fare of USD 1 and a surcharge of USD 350 it’s clear, that in that case the surcharge isn’t a surcharge, but has to cover basic costs as well. From my point of view that should be forbidden by law.
