The base fare is the component that is commissionable to travel agents. By stating it is $1 it allows the airline to pay 5% commission to the agent ( 5 cents). Fees and surcharges are not commissionable. Hence the reason why many OTAs now charge upwards of $250 change fees as they have to make oney somehow.
