It never says so in the literature that comes with any Citi card.

The only documents they send you that might mention the bonus would be a separately sent welcome letter, which may arrive a few days before the card or a few days after perhaps. Did you get one of those? (Hopefully you didn't toss it when you got thinking it was useless.)
