This only holds true as long as you do not try to book a reward flight. This seems to be one of the reasons why carrier surcharges are so popular. You can add them to any flight whether it's booked with $$$ (or is this case just $) or miles. So it makes a differences whether it is a fare component or a surcharge and it is actually quite annoying that it is the latter.
