Not weird at all that airport taxis don't accept cards. They're no different than any other taxi in the country and why would a taxi driver pay to have a card machine and pay a fee for accepting a card if no regulations/laws make them do so? Customer service isn't a driving factor, unfortunately, in Israeli monopolistic business decisions.
The difference is that there are plenty of taxis waiting at the airport, at least some of them are bound to accept cards?
