And if BA were your final carrier nad your bag was tagged through to final destination then it was BAs job to get your bag back to you,
Who is "to blame" is irrelevant, but it was very much BAs problem to get resolved
Not sure who claimed the bag was delayed because of the reissued boarding but this sounds like a story.
All you need is the number on your baggage receipt.
