I think if the rep told you that it would be fine if payment dint go through, you should speak to their escalations department and explain the whole situation telling them you misunderstand what reps actually meant and it was never your intention to let the payment "bounce". You would definitely need some explaining as this is always considered seriously by banking institutions, but definitely they can do something about it based on your situation.
