Taxi would be the easiest, the official taxi rank is as you go outside, there are also cheaper ones if you go one floor up (still official ones) and yes they should take cards, no Uber.
Make sure they either start the meter or use the fixed price which can be seen in the TLV airport website, at 9PM the meter would probably be cheaper.
As for cash, you will find plenty of options to exchange money on Dizengoff street and around it, also plenty of ATMs, I would recommend using bank ATMs and not the one in the kiosks as those will usually charge an extra fee
