* I'd book a standard room. I understand that the next tier up is high-floor standard room. What are the chances of such 1-tier upgrade?

I stay at this hotel regularly. Even as a Titanium, upgrades are limited. They have the demand to fill those rooms. That said, I'd give it 50% probability you get an upgrade to a high room, but don't expect it to be a river facing room. That would be a second upgrade. They'll fight you on the 2pm check-out, like most properties. Plan for nothing later than noon, which is essentially worthless. If you have to be checked out before lunch break then there's really no value in a late check out. Surely they know this and that's why they do it that way.
