You can travel around the province in which you arrive and with some exception, like Shanghai as you mentioned, slightly further. Guangzhou is no where near Wuhan (where I am currently sitting), it's about 1,100 km away.
I do note, however, that there has been a recent update that allows for transit to include 2 different cities in China if the transit time is less than 24 hours, which is probably what the OP is wanting.
