Capital One has served me well in any part of Europe and Asia, and they are solidly anti-PIN. My US Barclays did prompt a PIN every so often (no contactless, chip). I personally think PIN is overrated if you have contactless. That being said, a Kroger gas station that supports EMV prompted for PIN on my US Barclay credit card at the automated dispenser recently. That shocked me, but there was a clear PIN Bypass option on the terminal (which I did).
