It's a new name for "Fuel surcharge", but renamed to indicate that it's no longer explicitly tied to the price of fuel (not that it ever was).

It's a fixed rate for each route (or each grouping of routes - say, all CDG-US East Coast will probably have the same surcharge), and it enables EVERY airline to quickly and simply adapt prices without the need to go in and individually amend each of the hundreds of thousands of individual fare bases available in their systems.

You can quickly see the carrier-imposed surcharge on their website, having selected your ticket, or on ITA Matrix. It will be the same price for every seat on a particular route in a particular cabin - it doesn't vary according to the base fare.

These were the carrier-imposed surcharges used in FB redemptions on AF/KL in 2016 - I do not know how many of these have changed in the meantime as they no longer display these in a handy table.
