We are in the same Situation as brandonpkt, we got following reply from the hotel:
I am absolutely sure, that when I made the reservation via the Hilton Website in Februrary, there were no information about the mandatory Festive Dinner fees!

February we wil honor you the transfer rate of USD370+23.2% tax and service charge per person return.
With regards to the New Year’s Eve Supplement, please note that this was previously in the website policies section which does not get printed on the booking confirmation. Therefore, we have moved this from the policies to the website homepage and booking engine to increase visibility and ensure that all our guests sees these charges.
We want to highlight that
on the 31st December, this would be the main dining event that will be happening in the resort whilst the only other dining option will be In-Villa Dining.
