I just found out that some
1) hope that there's still value left on them
2) hope that there's still time left on them if they are a weekly pass that some visitors buy
3) might have some value if an arriving passenger doesn't have a Metrocard and wants to save the $1 fee it costs to buy a new card

One newspaper article quoted a man who claimed he can earn $30-80/day. Some of them sell swipes for less than the $2.75 fare.
