It’s correct. United’s policy only applies to tickets purchased through United. Orbitz’s policy may be similar, but it’s their own. And, a different travel agent can have a different policy.
United’s policy applies to all tickets purchased through United, including tickets on partner airlines. Orbitz’s may not. (And, you might want to Google Orbitz cancellation policy for a few horror stories...)
