Interesting. I've not had that problem the three times I've needed to contact a location directly. One location is my local office that I rented from fairly regularly. They provide business cards with every rental. The other two were hotel-based locations. I always call the hotel switchboard and ask to be transferred to the rental car desk.
I've never tried to reach an airport location. Maybe that is more difficult.
