I'd be surprised if employees on positive-space reservations showed up as upgrades.

I suspect the actual answer is that the list has been badly broken, especially in advance, since the introduction of PlusPoints, to the point where I'm having a hard time making any proclamations about it except "I hope that it works the way that the published rules indicate it should work." And, there's really no way to verify that at the moment.
