It does matter. DOT rules is for airlines marketing to USA customers. Let me look up the actual wording
Also, @OP, it's 24hr cancel OR 24hr hold. some nonUSA airlines follow the hold rule - if you actually purchased it , it won't count
This is (probably) the only reason why I would book via an OTA - their 24hr cancellation rule is very clear (shows up on the checkout pages) and sometimes covers routes/airlines that don't fall under the DOT rule
259.6 says website targeting USA. The previous one 259.5 explains that the plan described various delays plans and 24hr hold/cancellation policy
