Cheapest is best. I'm just doing a run to get gold status. Preferred city to visit is NYC but can go anywhere in the world. Out and immediately back is fine. If you DO find NYC for cheap, I could stay a couple days.
Well, 2000 MQMs can be done for less than $400 (HSV-BNA, Dec 26, $326) however I am not able to find anything close to your budget for the needed MQMs. The best I can find is HSV-BOS, Dec. 26, $578 and 2700 MQMs.
Maybe someone else will be more successful.
