If you want a suite, use points and an upgrade, or all points, to get the room you want. In my experience (5 stays in the past few years), PHV is pretty stingy with suite upgrades. Even when suites showed as available on the web site, the front desk staff, including the guest relations manager, denied any were available for upgrade.
