All the airlines at ARN serving non-Schengen destinations have check-in desks. They may label the counters bag drop and generally try to make you use the kiosks yourself and even put on your own bag tag, but they all have to have check-in-capable agents to be able to manually review passports for passengers required to have passports for travel to non-Schengen destinations.
QR at ARN generally won’t accept a bag for check-in — when it comes to bags originating at ARN — until QR’s ground-handling agents have started staffing the check-in counters. Whether or not they are labeled as bag drop lines or not.
