If she did not file a missing bag report, she needs to go back to the arrival airport and file such a report with the ground handling agent responsible for Air China.

This will then give her a reference number that can be used in Worldtracer, and the standard bag tracing & reconciliation process will begin.... unless it's been too long already since the passenger left baggage claim without her bag or a missing bag report.
