I agree, time to move on, but in many years of travel I have become alert to such 'opportunistic' behaviour.
I wonder if Emirates has a commission scheme for increasing fees on passengers (I would think its unlikely). Without that, I don’t see any motive on part of the agent
They also definitely check baggage weight much more closely for the subcontinent
